Bad Landlords in Federal Housing

Hundreds of landlords have been fined and/or debarred from doing business with the federal government as a result of failing to provide safe and decent housing for the poor, while enriching themselves on taxpayer-funded subsidies.

Tenants have been forced to live in terrible housing, and neighborhoods have suffered from housing eyesores.
HUD calls this a double crime--one against tenants as well as taxpayers.

I have brand new tenanats in my house in Dallas, They have paid there first months rent by money order, but they wrote me a check for the security deposit. The check bounced, and now I am getting the run around. Short story is they owe me the security deposit and bounced check fee. I wrote a letter to them giving them a certain amount of time to correct this, but that time has passed. Is there anything I can do legally? is this cause for eviction?
